An Attorney General of Hong Kong called yesterday spoke very strongly on this question. He says that there is universal complaint in H.K. regarding the inadequacy of the arrangements for appeal considering the amounts often involved.
He told the Gov that he had promised to bring about the change needed as soon as he possibly could to the abandonment of the proposal made by Sir H de Saumarez.
